The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 9, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:32 A.M. with the flag salute.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the February 28, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to approve the tax list corrections #23-004 through #23-006 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 9, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:48 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Keyes, to approve the minutes of the February 28, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurers' Report was presented and placed on file.

The Board acknowledged receipt of the report on the sale of the Real Estate sold at the public tax sale held on March 6, 2023. 

Motion by Frahm, 2nd by Paxton, to approve the request for refund on overpayment of inheritance tax to the estate of Bernard B. Gribble for $220.66. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Correspondence was reviewed.

Motion by Keyes, 2nd by Paxton, to approve the surety bond on file for Patrick N. Gentele, Belle Township. Voting Aye:  Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Team Alert for the County offices were discussed.

At 11:05 A.M., Motion by Keyes, 2nd by Paxton, to convene in executive session to conduct an interview for the Road Grader Foreman position. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried. 

Motion by Paxton, 2nd by Breiner, to adjourn from executive session at 11:30 A.M. and convene in regular session. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke stated that the only item discussed in closed session was the road grader foreman interview and no action resulted.

11:30 A.M. being the time advertised bids were opened and read for asphalt for 2023. One bid was received.

The bid was reviewed.

Motion by Keyes, 2nd by Frahm, to accept the bid from Jebro, Inc. on the MC 250, MC 3000, CRS2 & CSS-1H  for 2023. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to consign surplus auction items to the upcoming M&M Consignment Auction. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to approve the Employee CDL Reimbursement Agreement, as presented, effective immediately (March 16, 2023). Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Finance Committee reported that the County Officials' had remitted their monthly fees to the County Treasurer as required.

The Board discussed the road grader foreman interview.

Motion by Frahm to appoint Tony Sanderson as road grader foreman. The motion died for lack of a second. Supervisor Frahm left at 12:04 P.M. and returned at 12:06 P.M. in protest of discussion of another applicant.

The Board will interview the other applicant at the next meeting.

Chairman Tielke adjourned the meeting at 12:40 P.M. until March 31, 2023, at 9:45 A.M.
