The Holt County Board of Supervisors met as a Board of Equalization with all members present except Keyes. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on February 8, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the January 31, 2024, meeting as printed. Voting Aye: Treptow, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Absent: Keyes. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Atkinson Good Samaritan Center on a 2003 trailer; Atkinson Good Samaritan Society on a 2009 Ford Cutaway Van; Avera St. Anthony's Hospital on a 2004 Ford Super Duty & a 2014 Chevrolet Impala; Building Blocks for Community Enrichment on a 2015 Chrysler Town & Country, 2-2018 Chevrolet Malibu's, 1-2019, 1-2023 & 2-2024 Nissan Altima's; St. Joseph's Catholic Church on a 2019 Jeep Cherokee; St. Mary's School on a 2001 Blue Bird Bus; St. Patrick's Catholic Church on a 2001 GMC Cutaway Van, 2009 Motor Coach Bus and a 2019 Jeep Compass; St. Patrick's Parish on a 2008 Blue Bird Bus; West Holt Medical Clinic on a 2019 Ford F53 Motor Home; West Holt Memorial Hospital on a 2001 Ford Ranger. Motion by Paxton, 2nd by Tielke, to approve the tax list corrections #24-006 and #24-007 as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Absent: Keyes. Motion carried. 

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:35 A.M. and return to regular session. Voting Aye: Breiner, Paxton, Tielke, Treptow, Neiman and Frahm. Voting Nay: None. Absent: Keyes. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Keyes. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the Open Meeting Poster.

Motion by Frahm, 2nd by Neiman, to approve the minutes of the January 31, 2024, meeting as printed. Voting Aye: Treptow, Neiman, Breiner, Paxton, Frahm and Tielke.Voting Nay: None. Absent: Keyes. Motion carried.

The Treasurer's Report was presented and placed on file.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Paxton, 2nd by Neiman, to void lost check #23010208 for $16.00 to Four Wheeler Magazine from the commissary fund. Voting Aye: Breiner, Paxton, Frahm, Treptow, Neiman and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Breiner, 2nd by Paxton, to approve the new language to the fee policy for the Holt County Weed Department. Voting Aye: Paxton, Frahm, Treptow, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Frahm, to accept the petition to close/vacate road on 510 Avenue between 869th & 870th Road and direct the County Highway Superintendent to conduct a road study on said road. Voting Aye: Frahm, Treptow, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the zoning applications on file for: a tract in the NW ¼ 11-28-29 for Scott Wayne Cronk and a tract in the NE ¼ 17-32-12 for Daniel L. Storjohann & Joyce Sybrands. Voting Aye: Treptow, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

At 11:15 A.M. Chairman Tielke convened the annual One & Six Year Public Hearing.  Road Superintendent Gary Connot detailed the proposed One & Six Year Plans. Comments and Questions were received from the Board and the 1 interested tax payer.

RESOLUTION #2024-04

OF THE 

HOLT COUNTY BOARD 

OF SUPERVISORS

WHEREAS, Gary P. Connot, the duly appointed, qualified and acting Holt County Highway Superintendent, has prepared, and on January 16, 2024, has deposited with the Holt County Board of Supervisors, a plan for specific road improvement for Holt County for the current year, and,

WHEREAS, the said Gary P. Connot has, on the date aforesaid, deposited with the Holt County Board of Supervisors, the six-year plan prepared by him under the provisions of Section 37-2115, R.R.S., according to the rules and regulations and on the forms provided by the Nebraska State Highway Commission, and, 

WHEREAS, notice of a public hearing given and published in the Atkinson Graphic, Summerland Advocate and Holt County Independent on February 1 & 8, 2024, in the form and manner required by the Nebraska State Highway Commission, and designed so as to be likely to come to the attention of the interested citizens of Holt County, Nebraska, and,

WHEREAS, a hearing was held at the time and place set forth in the notice aforesaid, before the Holt County Board of Supervisors, and,

WHEREAS, the Holt County Board of Supervisors has studied, investigated, and considered the information presented to it at the public hearing aforesaid, and all other pertinent and relevant information known to them.

THEREFORE, be it resolved that the plan for specific road improvement in Holt County, Nebraska, for the current year, and the six year plan prepared under the provisions of Section 37-2115, R.R.S., deposited as heretofore stated, with the County Board of Supervisors, for adoption prior to the filing with the State Highway Commission, as amended, if amended, because of information presented at the public hearing, and deemed proper and appropriate for Holt County, Nebraska, and the same are herewith adopted by Holt County.

BE IT FURTHER RESOLVED, that a copy of this resolution shall be certified together with a copy of the affidavit of publication of the notice of public hearing on the said plans, to the Nebraska State Highway Commission, in writing.

 

The foregoing resolution was introduced by Supervisor Frahm who moved its adoption. Supervisor Breiner seconded the motion. Voting Aye: Treptow, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.  

Motion by Frahm, 2nd by Treptow, to approve the skid steer lease with NMC CAT for $8,500.00 for 1 year/250 hours.   Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

The Board recessed for lunch at 12:01 P.M.

Chairman Tielke reconvened the meeting at 1:05 P.M.
