The Holt County Board of Supervisors met as a Board of Equalization with all members present except Treptow. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 4, 2024, in the Holt County Independent.  

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the March 29, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None.  Absent: Treptow. Motion carried.

The Public Hearing scheduled for 9:35 A.M. to review the Permissive Exemption Applications on parcels #450019664 & #450019725 was canceled by the Nebraska Department of Revenue.

Motion by Tielke, 2nd by Paxton, to approve the tax list corrections #24-009 to #24-010 as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Tielke, Keyes and Frahm. Voting Nay: None.  Absent: Treptow. Motion carried.

Chairman Frahm adjourned the meeting at 9:44 A.M.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Treptow.  This meeting publicized to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 4, 2024, in the Holt County Independent.  

Chairman Tielke convened the meeting at 9:47 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Keyes, to approve the minutes of the March 29, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

The Treasurer's Report was presented and placed on file.

The Board reviewed claims on file.

Motion by Keyes, 2nd by Breiner, to approve the surety bond on file for Barry L. Kelly, Verdigris Township. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Frahm, 2nd by Paxton, to approve the zoning applications on file for: Matt & Tiffany Hoffman a tract in SW ¼ 26-27-12 and Donald Hoffman & Delores Hoffman a tract in SE ¼ 2-26-12. Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Courthouse Custodian Rick Slaymaker updated the Board on Courthouse maintenance. 

Weed Superintendent Bill Babutzke presented his Quarterly Report.  

The Board discussed the administrative building office space.

10:45 A.M. being the time advertised, Chairman Tielke convened a public hearing to consider the vacation/abandonment of public road on 510 Avenue between 869th Road & 870th Road on the Holt/Antelope County line. Two interested taxpayers were present for the hearing.

Motion by Keyes, 2nd by Neiman, to adjourn from public hearing at 10:52 A.M. Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.



Resolution #2024-06 - The following described public road: A portion of county road on 510 Avenue between 869th and 870th Road East line Section 1, Township 28 North, Range 9 West of the 6th P.M., Holt County Nebraska shall be vacated and relinquish the right of way back to the adjacent landowners.



The foregoing resolution was introduced by Supervisor Keyes, who moved its adoption. The motion was seconded by Supervisor Neiman. Voting Aye: Paxton, Frahm, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow. Motion carried. The complete resolution will be printed in the official minutes.

Supervisor Treptow arrived at 10:56 A.M.

11:00 A.M. was the time advertised to receive bids for the Highway Striping for 2024. No bids were received for the Highway Striping for 2024. 

Motion by Keyes, 2nd by Treptow, due to the absence of bids received for the Highway Striping a new bid date will be set for May 16, 2024, at 11:00 A.M. for the Highway Striping for 2024. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

The Board reviewed snow pusher quotes that were received.

Motion by Frahm, 2nd by Paxton, to set a bid date for C45(566) Bridge repair for May 16, 2024, at 11:15 A.M. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. 

Road Superintendent Gary Connot presented the Road Department Activity Report.

Motion by Frahm, 2nd by Paxton, to approve the following claims. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.
