The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 23, 2021, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute.

Motion by Keyes, 2nd by Breiner, to approve the minutes of the September 16, 2021, meeting as printed. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2015 Town & Country Van; Stuart Village Nursing Home DBA Parkside Manor on a 2011 Chevrolet Impala; St. Patrick’s Catholic Church on a 2001 GMC Cutaway & 2008 Blue Bird Bus; St. Mary’s School on a 2001 Blue Bird Bus; Avera St. Anthony’s Hospital on a 2014 Chevy Impala, 2004 Ford Super Duty 250 and 2004 Chevy Cutaway Van. No one appeared to comment.

Motion by Butterfield, 2nd by Paxton, to approve the tax list correction #21-037 and #21-038 as submitted by the Assessor. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Butterfield and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Paxton, to adjourn from public hearing at 9:34 A.M. and return to regular session. Voting Aye: Paxton, Tielke, Treptow, Keyes, Butterfield, Breiner and Frahm. Voting Nay: None. Motion carried.

Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 23, 2021, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Breiner, to approve the minutes of the September 16, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.

The Board reviewed claims on file.

9:50 A.M. being the time advertised time was allowed for public comment. 10 people were present.Those speaking were: Amy Shane, Robert Hanzlik, LaDonna Werth, Delma Borg, Melissa Polinoski, Jeannie Crumly, Shelby Regan, Olivia Wilson.

Sheriff Ben Matchett and Deputy Ed Nordby were present to discuss purchasing a pickup for the Sheriff’s Department through the state bid process.

Motion by Butterfield, 2nd by Paxton, to purchase a new 2022 Ford F150 Crew Cab 4x4 SSV for $37,747.00 from Anderson Ford, through the state bid process. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 

Motion by Frahm, 2nd by Breiner, to consign the surplus 1967 Kaiser Jeep from the Emergency Managers Department with Pavel Auction Services online auction. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to approve the Right of Way permit for Willie Drueke for livestock water line in Sections 8 & 17-32-11. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to consign surplus materials with the local consignment auctions and consign the surplus equipment with Pavel Auction Services. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Zelle Human Resource Solutions were present to give the Board an update.

Motion by Frahm, 2nd by Breiner, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

The Board recessed for lunch at 11:58 A.M.

Chairman Tielke reconvened the meeting at 1:29 P.M. with all members present.

1:30 P.M. being the time advertised time was allowed for discussion on trees and shrubs infringing on township roads. 9 people were present for this discussion.  

Motion by Frahm, 2nd by Butterfield, to deny the Rock Falls Township nuisance complaint involving trees and shrubs in the road ditches. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Frahm. Voting Nay: None. Abstain: Breiner. Motion carried.

Chairman Tielke adjourned the meeting at 2:25 P.M. until October 15, 2021, at 9:45 A.M.
