The Holt County Board of Supervisors met in statutory session with all members present except Keyes. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 30, 2021, in the Atkinson Graphic.

The meeting was called to order by the County Clerk, Cathy Pavel, at 9:45 A.M. with the flag salute. The Clerk informed the public of the location of the Open Meeting Poster.

The first order of business being the selection of a Chairman for the Board of Supervisors for 2022.

Motion by Paxton, 2nd by Breiner, to nominate Bill Tielke to serve as Chairman of the Board of Supervisors for 2022. Voting Aye: Treptow, Butterfield, Breiner, Paxton and Frahm. Abstain: Tielke. Absent: Keyes.

Supervisor Tielke was declared elected and began presiding over the meeting.

Motion by Butterfield, 2nd by Paxton, to nominate Doug Frahm to serve as Chairman of the Board of Equalization for 2022. Voting Aye: Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Abstain: Frahm. Absent: Keyes. Motion carried.

The Board will continue with the policy when the Chairman for the Board of Supervisors or Chairman for Board of Equalization is absent the other Chairman will preside over that meeting.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the December 30, 2021, meeting as printed. Voting Aye: Breiner, Paxton, Frahm, Treptow, Butterfield and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Frahm, to re-appoint Gary Connot as Road Superintendent (Class A License #S-1159), Mike Durre as Planning and Zoning Administrator, Deb Hilker as Emergency Manager and Ken Stenka as Veterans Service Officer. Voting Aye: Frahm, Treptow, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Butterfield, 2nd by Frahm, to hire Todd Schneider as the Holt County Mechanic at $25.00 per hour. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Butterfield, to approve the nomination of Dr. Richard Fitch to the Northeast Nebraska Area Agency on Aging to the Advisory Board for a three-year term. Voting Aye: Breiner, Paxton, Frahm, Treptow, Butterfield and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

The Board discussed personnel and wages.

Motion by Butterfield, 2nd by Paxton, to set the annual salary for the Courthouse Custodian salary to $42,000.00. Voting Aye: Paxton, Frahm, Treptow, Butterfield, Breiner and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Frahm, 2nd by Paxton, to set the annual salary for the Veterans Service Officer at $50,700.00. Voting Aye: Paxton, Frahm, Treptow, Butterfield, Breiner and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Butterfield, 2nd by Frahm, to set the annual salary for the Planning and Zoning Administrator to $8,200.00. Voting Aye: Frahm, Treptow, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Frahm, to set the annual salary for the Emergency Manager to $28,000.00. Voting Aye: Treptow, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Paxton, 2nd by Frahm, to set the salary of the Road Superintendent to $74,200.00 a year which includes the full $9,750.00 stipend that is received from the State for the Road Superintendent to have a Class A Bridge Inspection license. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Butterfield, 2nd by Breiner, to increase the hourly road department employees’ wages $.50 per hour. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

The Board will continue with the policy that all hourly road employees will receive $.05 for every consecutive year of service to Holt County. The $.05 increase will be added to each employee’s base pay. This increase will be earned every calendar year. Every employee has to complete 1 full year of service before becoming eligible.

Motion by Butterfield, 2nd by Frahm, to set the salary for the Grading Supervisor salary to $59,200.00 a year. Voting Aye: Breiner, Paxton, Frahm, Treptow, Butterfield and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Motion by Butterfield, 2nd by Frahm, to set the salary for the Asphalt Supervisor salary to $59,200.00 a year. Voting Aye: Paxton, Frahm, Treptow, Butterfield, Breiner and Tielke. Voting Nay: None. Absent: Keyes. Motion carried.

Chairman Tielke adjourned the meeting at 12:48 P.M. until January 18, 2022, at 9:45 A.M.
