The Holt County Board of Supervisors met as a Board of Equalization with all members present except Paxton. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 24, 2021, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:01 A.M. with the flag salute.

Motion by Butterfield, 2nd by Keyes, to approve the minutes of the June 16, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Tielke and Frahm. Voting Nay: None. Absent: Paxton. Motion carried.

Chairman Frahm convened a public hearing at 9:03 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment for a 2019 Chevrolet Malibu, 2-2017 Chevrolet Malibu, 2011 Chevrolet Impala; West Holt Memorial Hospital on a 2020 Chevrolet Tahoe & 2018 Ram 1500. No one appeared to comment.

Motion by Tielke, 2nd by Breiner, to approve the valuation listing as submitted by the Assessor, for the omitted parcel of real estate in Holt County for 2021. Voting Aye: Keyes, Butterfield, Breiner, Tielke, Treptow and Frahm. Voting Nay: None. Absent: Paxton. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the valuation listing as submitted by the Assessor, for the undervalued parcels of real estate in Holt County for 2021. Voting Aye: Butterfield, Breiner, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Absent: Paxton. Motion carried.

Motion by Tielke, 2nd by Butterfield, to approve the valuation listing as submitted by the Assessor, for the overvalued parcels of real estate in Holt County for 2021. Voting Aye: Breiner, Tielke, Treptow, Keyes, Butterfield and Frahm. Voting Nay: None. Absent: Paxton. Motion carried.

Motion by Tielke, 2nd by Butterfield, to adjourn from public hearing at 9:21 A.M. and return to regular session. Voting Aye: Tielke, Treptow, Keyes, Butterfield, Breiner and Frahm. Voting Nay: None. Absent: Paxton. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Paxton. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 24, 2021, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:24 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Butterfield, to approve the minutes of the June 16, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Frahm and Tielke. Voting Nay: None. Absent: Paxton. Motion carried.

Time was allowed for public comment. Shelby Regan with the Holt County Economic Development Office was present to introduce herself to the Board, she is the new executive director.

Claims on file were reviewed.

Supervisor Paxton arrived at 9:35 A.M.

Chief Deputy Ed Nordby was present to update the Board on the Jail Department.

Motion by Butterfield, 2nd by Frahm, to maintain a petty cash fund for the jail account at $1500.00. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 

Emergency Manager Deb Hilker gave a report on the fire in the Brush Creek area.

Correspondence was reviewed.

Motion by Butterfield, 2nd by Keyes, to approve the surety bonds on file for: Ken Stenka, Holt County Veterans Service Officer; Timothy Larson, Ewing Township Treasurer; Duskin Fleek, Chambers Township Treasurer; Jerry Homolka, Jr., Chambers Township Clerk; Michael Rentschler, Atkinson Township Treasurer; Eugene Soukup, Grattan Township.  Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to allow the county employees to have a personal day for the Juneteenth Holiday that was designated a Federal Holiday on June 17, 2021. This personal day shall be scheduled with their Department Head and will need to be used in 2021. Going forward the County will observe the Juneteenth Holiday on the designated day. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Frahm, to approve the Budget Calendar for 2021-2022 as presented. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Reviewed the 2020-2021 budget.

 

 

RESOLUTION #2021-19

OF THE

HOLT COUNTY BOARD 

OF SUPERVISORS

WHEREAS, it has come to the attention of the Holt County Board of Supervisors that existing appropriations in the County Budget, for the year ending June 30, 2021, are insufficient to continue the operation of the District Judge, Road Superintendent and Miscellaneous General.

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF SUPERVISORS, there is hereby appropriated to the District Judge Budget $2,013.38, Road Superintendent Budget $1,040.06 and Miscellaneous General $802,037.42 from the excess authority in the Personnel Budget for the fiscal year ending June 30, 2021

 

 

The foregoing resolution was introduced by Supervisor Butterfield, who moved its adoption. The motion was seconded by Supervisor Paxton. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

10:30 A.M. being the time advertised, Chairman Tielke convened a public hearing to hear and consider public response to consider the vacation or abandonment of the following described public road: East line SE ¼ Section 12, Township 28 North, Range 9 West of the 6th P.M. in Holt County. One interested landowner was present.

Motion by Keyes, 2nd by Paxton, to adjourn from public hearing at 10:43 A.M. and return to regular session. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

During the public comment it was stated that most of the mile of road needs to remain open. It was determined to vacate only the portion of the road where the bridge is out and the trees are overgrown.

 

 

RESOLUTION #2021-20

OF THE

HOLT COUNTY BOARD 

OF SUPERVISORS

WHEREAS, the Holt County Board has received a request for vacation or abandonment of a public road of the County and whereas the County Highway Superintendent has conducted a study of the use of said public road and submitted his recommendation as to the vacation or abandonment to the County Board, and

WHEREAS, notice has been given as required by law and a public hearing held upon said vacation or abandonment, and

WHEREAS, notice as required by law has been given to the Township offering to relinquish said road to the township.

NOW, THEREFORE BE IT RESOLVED BY THE CHAIRMAN AND THE HOLT COUNTY BOARD OF SUPERVISORS, that:

The following described public road: A portion of county road on 510 Avenue between 868th and 869th Road east line of the SE Corner of Section 12, Township 28 North, Range 9 West of the 6th P.M., Holt County Nebraska: Commencing at the SE Corner,  thence North on the east line of said Section a distance of 700’ to true point of beginning of closure extending North 1300’ being the point of termination,  shall be vacated and relinquish the right of way back to the adjacent landowners.

That the appropriate County Officials shall record this resolution upon the public records of Holt County as required by law.

Motion by Frahm, 2nd by Paxton, to approve the Right of Way permit submitted by K&M Telephone for fiber optic cable in NW ¼ 13-26-14 & SE ¼ 14-26-14. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Zelle Human Resource Solutions presented an update to the Board on Road Department training and assistance.

11:30 A.M. being the time advertised bids were opened and read for the construction of grading, concrete paving and box culvert project, Honey Creek C-45(532).

Representatives from the bidding companies and Engineer Mark Mainelli with Mainelli Wagner were present. The bids were as follows:

Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

The Board recessed for lunch at 12:11 P.M.

Chairman Tielke reconvened the meeting at 1:15 P.M.

Chairman Tielke adjourned the meeting at 1:53 P.M. until July 16, 2021, at 9:15 A.M.
