The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 18, 2021, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute.

Motion by Paxton, 2nd by Treptow, to approve the minutes of the November 16, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Building Blocks for Community Enrichment on a 2018 Chevrolet Malibu; St. Joseph’s Catholic Church on a 2019 Jeep Cherokee. No one appeared to comment.

Motion by Butterfield, 2nd by Tielke, to approve the tax list corrections #21-048 through #21-051 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Paxton, to adjourn from public hearing at 9:35 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 18, 2021, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Frahm, to approve the minutes of the November 16, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file. 9:50 A.M. being the time advertised time was allowed for public comment. Amy Shane was present to speak to the Board.

Correspondence was reviewed.   

Motion by Butterfield, 2nd by Paxton, to void check #21110085 for $3,000.00 to Seger Funeral Home and void check #21110048 for $150.00 to Nebraska Sheriffs Association due to duplicate payments. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

10:00 A.M. being the time advertised, Chairman Tielke convened a public hearing to receive public comment on the issuance of a Class C-124599 Beer, Wine, Distilled Spirits, On and Off Sale License as applied for by Crystal Garcia d/b/a Chambers Corner, 85406 Highway 281, O’Neill, NE  68763. No one appeared to comment.

Motion by Paxton, 2nd by Keyes, to adjourn from public hearing at 10:01 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Frahm Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

UNL Extension Educator Deb Walnofer was present to discuss the storage of the 4-H Shooting Sports equipment at the Holt County Annex. Motion by Paxton, 2nd by Treptow, to allow the 4-H Shooting Sports equipment to be stored at the Holt County Annex. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to change the December 31, 2021, meeting date to December 30, 2021, due to January 1st, 2022, falling on a Saturday. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Butterfield, to approve the zoning approval for Brock Lange a tract in SE ¼ NE ¼ 23-30-16. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried. 

Motion by Frahm, 2nd by Keyes, to designate the Holt County Independent as the legal newspaper with KBRX as the alternate in case of an emergency and the Holt County website www.co.holtne.us as another method of notice of meetings. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Breiner, to approve the County Board Meeting Schedule for 2022 as presented. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Melvin and Pat Knox were present to discuss with the Board their request for a Wetland Reserve Easement for the SW ¼ 33-25-11 in Holt County.  Brian Euse with the Natural Resources Conservation Service Office was available by phone conference. County Attorney Brent Kelly was also present.

Motion by Frahm, 2nd by Keyes, to set for public hearing on December 16, 2021, at 1:30 P.M. to hear public comment and response to an Agricultural Conservation Easement Program - Wetland Reserve Easement request for Bar K Bar LLC c/o Melvin Knox, in Holt County Nebraska located in the SW ¼ Section 33, Township 25, Range 11, West of the 6th P.M. This request is under the Nebraska Conservation and Preservation Easement Act. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to finance the 2014 CAT Compaction Roller for $98,750.00 with CAT Financial for 3 years. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Chairman Tielke adjourned the meeting at 12:22 P.M. until December 16, 2021, at 9:45 A.M.
