The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 20, 2021 in the Atkinson Graphic.  

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Butterfield, 2nd by Breiner, to approve the minutes of the May 17, 2021 meeting as printed.Voting Aye: Tielke, Treptow, Keyes, Butterfield, Breiner, Paxton and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2014 Chrysler Town Touring; Atkinson Good Samaritan Society on a 2019 Braun Handicap Van; West Holt Memorial Hospital on a 2011 R&W Utility Trailer; Avera St. Anthony’s Hospital on a 2004 Buick Park Avenue, 2-2017 Braun Handicap Vans and 2019 Chrysler Pacifica; Bright Horizons on a 1980 Golf Cart Trailer and 2000 Ford Windstar; First United Methodist Church on a 2007 Freightliner. No one appeared to comment.

Motion by Butterfield, 2nd by Tielke, to approve the tax list corrections #21-028 through #21-030 as submitted by the Assessor. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Treptow, to adjourn from public hearing at 9:34 A.M. and return to regular session. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Frahm, to approve the minutes of the May 17, 2021 meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

RESOLUTION #2021-16 

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

RESOLUTION OPPOSING THE FEDERAL GOVERNMENT’S 

30 X 30 LAND

PRESERVATION GOAL 

WHEREAS, Holt County is a legal and political subdivision of the State of Nebraska for which the Board of County Supervisors is authorized to act; and

WHEREAS, on January 27, 2021, President Joe Biden issued Executive Order 14008 entitled Tackling the Climate Crisis at Home and Abroad (86 Fed. Reg. 7,619) and

WHEREAS, in Section 216 of Executive Order 14008 President Biden directed the Secretary of the Interior, in consultation with the Secretary of Agriculture and other senior officials, to develop a program to conserve at least 30% of the lands and waters in the United States by 2030, which is called the “30 x 30” program; and

WHEREAS, placing private lands into permanent conservation status will cause harm to the  economies rural counties such as Holt County whose citizens depend on private lands for their livelihoods; and

WHEREAS, the 30 x 30 program, if implemented, will conflict with plans, policies, zoning and programs of Holt County; and

NOW, THEREFORE, BE IT RESOLVED, That the Board of Supervisors of Holt County, Nebraska, stand in opposition to the “30 by 30 program” contained in Executive Order 14008, signed on January 27th, 2021, by President Biden.

 

 

The foregoing resolution was introduced by Supervisor Frahm who moved its adoption. Supervisor Breiner seconded the motion. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the surety bonds on file for Linda Montgomery and Deb Watson, Golden Township Officers. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

WHEREAS, THE Holt County Board has received the report of the Holt County Highway Superintendent containing his recommendations as to the vacation or abandonment of the public road.

NOW THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND HOLT COUNTY BOARD OF SUPERVISORS, that:

A public hearing will be held to consider the vacation or abandonment of the following described public road: East line Southeast ¼ Section 12, Township 28 North, Range 9, West of the 6th P.M., Holt County, Nebraska on June 30, 2021 at 10:30 A.M., in the Supervisors Meeting Room at the Holt County Courthouse, O’Neill, Nebraska. Notice shall be given as required by law.

 

 

The foregoing resolution was introduced by Supervisor Paxton who moved its adoption. Supervisor Frahm seconded the motion. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to set a bid date for the Honey Creek C45(532) project on June 30, 2021 at 11:30 A.M. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Road Foremen Dexter, Reiman and Gdanitz presented their department updates.

Chairman Tielke adjourned the meeting at 12:42 P.M. until June 16, 2021 at 9:15 A.M.
